Preheat your oven to 350°F (175°C) and grease your 9x13 inch baking dish.
In a large mixing bowl, whisk together the all-purpose flour, granulated sugar, baking powder, 1 teaspoon of ground cinnamon, and salt. Add the milk, melted butter, and vanilla extract, and stir gently until just combined.
In a separate bowl, mix the packed brown sugar, hot water, and 1 tablespoon of ground cinnamon until well blended.
