Heat a large skillet over medium heat. Add the ground beef, diced onion, and minced garlic. Cook for 5-7 minutes until the beef is browned and the onion is translucent.
Drain any excess fat from the skillet. Stir in the ground cumin, chili powder, salt, black pepper, black beans, and diced tomatoes. Cook for an additional 3-4 minutes.
If using store-bought enchilada sauce, skip this step. For homemade sauce, combine 1 cup of tomato sauce, 1 teaspoon of chili powder, 1/2 teaspoon of cumin, and a pinch of salt in a small saucepan. Heat over low until warmed through.
Spread 1/4 cup of enchilada sauce on the bottom of a 9x13 inch baking dish. Place about 1/3 cup of the beef mixture in the center of a flour tortilla, sprinkle cheese on top, and roll tightly. Place seam-side down in the baking dish. Repeat until all tortillas are filled.
Pour the remaining enchilada sauce over the top and sprinkle the rest of the shredded cheddar cheese. Cover with aluminum foil.
Preheat oven to 350°F (175°C) and bake for 20 minutes. Remove foil and bake for an additional 10 minutes until cheese is bubbly and golden. Let cool for 5 minutes before serving.
