Cut the chicken breast into small, even cubes. Heat olive oil in a large skillet over medium heat. Add the diced chicken, season with salt, pepper, onion powder, and paprika. Cook for 5-7 minutes until browned and fully cooked. Set aside.
Peel and cube the potatoes into bite-sized pieces. Optionally parboil them for 5 minutes in salted water for a softer texture. Drain and set aside.
In a large mixing bowl, combine heavy cream and minced garlic. Stir well, then add half of the shredded cheddar cheese. Mix until well combined.
In a greased 9x13 inch baking dish, layer the cubed potatoes. Pour the creamy garlic sauce over the potatoes, then add the cooked chicken on top. Sprinkle the remaining cheddar cheese over everything.
Preheat oven to 400°F. Cover the baking dish with aluminum foil and bake for 30 minutes. Remove foil and bake for an additional 15-20 minutes until the cheese is bubbly and golden. Let cool for a few minutes before serving.
