In a large bowl, combine the ground beef, garlic powder, onion powder, salt, and black pepper. Mix until well combined. Add the shredded cheddar cheese and half of the grated Parmesan cheese, stirring until evenly distributed.
Open the can of refrigerated biscuit dough and separate it into individual biscuits. Flatten each biscuit into a circle about 4 inches in diameter. Place a tablespoon of the beef mixture in the center of each biscuit. Fold the edges over the filling and pinch to seal tightly. Place seam-side down on a baking sheet lined with parchment paper.
Preheat your oven to 375°F. Bake the bombs for 15-20 minutes, or until golden brown and the beef is cooked through.
In a small bowl, mix the melted butter, minced garlic, and remaining Parmesan cheese. Brush this mixture over the tops of the biscuit bombs after baking. Optionally, sprinkle with chopped parsley.
