Heat a large skillet over medium heat. Add the ground beef, diced onion, and minced garlic. Cook for 5 to 7 minutes until the beef is browned and the onion is translucent. Drain excess fat.
Sprinkle in the chili powder, cumin, salt, and black pepper. Stir and cook for an additional 2 minutes.
Remove half of the enchilada sauce from the can and set aside. Pour the remaining sauce into the skillet with the beef mixture and stir well.
Take a flour tortilla and place about 1/4 cup of the beef mixture in the center. Top with 2 tablespoons of shredded cheddar cheese. Roll the tortilla tightly and place seam-side down in a greased baking dish. Repeat for all tortillas.
Pour the reserved enchilada sauce over the top and sprinkle remaining shredded cheese on top. Cover with aluminum foil and bake in a preheated oven at 350°F for 20 minutes. Remove foil and bake for an additional 10 minutes.
